Coastal RSM Plan Development, Eureka Littoral Cell
CSMW has been working to develop Coastal Regional Sediment Management Plans (Coastal RSM Plans) along the California coast to assist government entities, municipalities, stakeholders, and the general public in developing strategies for beneficial use of sediments within local coastal watersheds to address coastal erosion and sediment excess. More specifically, the Plan's purpose is to provide sufficient information for local and regional coastal decision makers to develop policies and execute management sub-plans for the future vitality of beaches and shoreline areas within the Plan boundaries. Tasks to be completed as part of Plan preparation include:
- Stakeholder outreach and coordination to ensure that local issues are addressed,
- Collection of pertinent data related to economic (e.g., tourism, beach use, potential funding streams), sediment (e.g., potential sources, needs, locations, quantities, dredging statistics), and environmental (critical species and habitats) concerns,
- Inclusion of this data into CSMW's GIS database for ease of use by coastal decision makers,
- Identification of and recommendations for techniques to enhance governance issues related to Plan implementation, and
- Culmination of strategies into a Coastal RSM Plan specific to the region.
The Eureka Littoral Cell Coastal RSM Plan, encompassing the coast from Trinidad Head in the north to False Cape in the south, is currently under development under the local auspices of the Humboldt Bay Harbor, Recreation, and Conservation District. The Plan will culminate in the drafting and release of a final report by March 2011. Several stakeholder meetings are envisioned to obtain public and local agency input. CSMW is working closely with the Humboldt Bay Harbor, Recreation, and Conservation District (contact: David Hull) to ensure that the Plan adequately reflects the needs of the region. CSMW's point of contact is John Dingler of the San Francisco District, U.S. Army Corps of Engineers.
