Otherwise floating mats of hyacinth, which is the fastest-growing plant known, would double in size in 7-10 days during hot weather. The legislature mandated DBW to maintain this program after the weeds grew to choke Delta waterways in the 1980s, interfering with irrigation, agriculture, recreation, and business there.
